Permanent Supportive Housing

LifeArk Tyler in the city of El Monte is LifeArk’s first pilot project providing permanent supportive housing and ongoing intensive case management (ICMS) services for individuals previously experiencing homeless. LifeArk Tyler features three buildings with a total of 19 units including an onsite property manager in partnership with HomeLA Development, a nonprofit focusing on affordable housing, support services, and community engagement and empowerment. Illumination Foundation (IF), a nonprofit organization based in Orange County, California dedicated to breaking the cycle of homelessness, provides ICMS support including life skills, SUD counseling, and connections to community resources essential to long-term housing and health stability. IF provides comprehensive housing, health, and supportive services for the most vulnerable homeless individuals and families in LA, Orange, and San Bernardino Counties.

LifeArk was a winner of the Los Angeles County Homeless Initiative’s Housing Innovation Challenge - the project was financed using the $1M award from this RFP and financing from Nonprofit Finance Fund.

The three buildings onsite are HCD models approved by the Housing and Community Development (HCD)’s Factory-Built Housing Program. Construction was completed in early 2022 and the very first resident moved in April 2022.
